UPEA 2008 Budget Proposal
Justifications

Compensation:

  • 3% Cost of Living Adjustment
  • 75% Sick-Leave Buyout Window

Currently, the State of Utah offers a Life Assistance Program by Blomquist Hale which is provided through PEHP. Mental health is a contributor to rising healthcare premiums. With a Life Assistance Program, employees would have the ability to seek counseling for themselves and dependents throughout the country. Utilization increases when an individual has anonymity from their employer. Blomquist Hale provides anonymous off campus counseling while reporting only numbers to the organization. The current Salt Lake County Employee Assistance Program will still be necessary and the Life Assistance Program will be an extension.

Maintain:

  • 1% Longevity
  • 3% 401(k) Contribution
  • 20% Discount Card

Support:

  • Councilmen Horiuchi and Jensen’s proposal of a Healthcare Retirement Account
  • Administration and personnel’s request for implementation and funding of a market salary adjustment
  • .Administration and personnel’s request for a 1.1% incentive for 401(k) election of longevity pay
  • Mayor Corroon’s addition of an Employment Wellness Coordinator for Healthy Lifestyles
Implementing a Healthcare Retirement Account would give retirees an option of taking their sick-leave buyout money in a lump sum or as a Health Care Retirement Account. A retiree opting for an HRA would save Salt Lake County FICA and Medicare taxes, while giving the employee the security of supplemental healthcare.

Salt Lake City has implemented mandatory employee benefit education. It is important to educate employees on savings achieved by wellness as well as the cost associated with coverage. Salt Lake has a mandatory one hour minimum course for employees designed simply to educate employees on the cost associated with rising healthcare premiums and how employees can take an active roll in reducing such cost.
