House passes HB 194, Goes to Senate

HB 194- State Employee Benefits Amendments, passed the Utah State House of Representatives on February 25, 2013. The vote passed 71-1 and will now move to the Senate for further consideration. To listen to the debate, please click here.

The Utah Public Employees’ Association (UPEA) has been educating members about the possibility of changes to the Sick Leave at Retirement, or Post Retirement Medical (PRM), benefit for the past year.

HB 194 Moves Forward to Full House

The House Retirement and Independent Entities Committee heard HB 194, State Employee Benefits Amendments on Wednesday, February 13, 2013. This bill was explained to the committee as noted below. HB 194 passed the committee and will now be moved to the full House for a vote.

Background:
In 2005, HB 213, changed the way state employees can use their accumulated sick leave when they retire. The bill created two programs:

Post Retirement Medical Benefit Bill to Fix Program II for Employees

UPEA has been working on the Post Retirement Medical issue for almost two years. Program 1 is adequately funded and will not be changed. Program 2 was never funded and presents an unfunded liability to the state of almost $70 million. This liability keeps growing at about $10 to $12 million a year.

HB 94 - Free Market Protection and Privatization Policy Board Act Amendments

On Wednesday, January 30, House Bill 94 was introduced to the House of Representatives. The Free Market Protection and Policy Board Act Amendments as proposed would change the name and membership of the Privatization Policy Board, stripping UPEA of its two seats. In addition, the bill staffs the Board with the State Auditor's Office, and allows the Board to contract out additional services to private entities.

UPEA is opposed to this bill as it limits state and local government to have a voice in the review of privatization.
